2022 Lincoln Navigator key code problem

My neighbor is completely stumped and a little annoyed with the local dealership (AutoNation).

He bought a used Lincoln Navigator, but it only came with one key fob and no physical key at all.

He's already had two new remotes programmed and got the keyless entry code.
But now, the service manager is telling him they can't access the actual key code from the Ford site to cut new physical keys.

He's convinced they're just doing something wrong, and I'm trying to help him figure this out. Is it true that a dealer can't retrieve that key code, or is there a step they're missing?
 
Unfortunately, it's not always straightforward for dealerships to retrieve a physical key cut code directly from Ford's system, especially for used vehicles. While they can often program new key fobs and get the keyless entry code, the physical key cut code is often a completely separate matter.

Would your friend consider going to an automotive locksmith? Maybe you got reputable options that specialize in modern car keys in your area? They often have sophisticated equipment that can pull the key cut code directly from the vehicle's computer module, like the BCM or Smart Junction Box. It's usually quicker and sometimes cheaper than what dealerships charge for these specific services, especially if the dealership is struggling with it.
